使用该功能您必须将模板文件属性设置为0777，否则无法写入修改后的模板。使用新建模板套系功能您的空间必须支持MKDIR函数。
静态模板即将模板放在tpl/下，主要针对1.14以下的版本，分离了静态和动态模板的。
